Prepared as part of a hypothetical development feasibility study during an ABCD Campus of Learning working session, this concept explored the viability of a mid-rise rental community on former federal lands. The study assessed development scenarios ranging from 8 to 12 storeys through massing, FSI and planning analysis, and evaluated a potential CMHC and Federal Lands Initiative funding strategy.

Deliverables included a Year 1 operating pro forma, development risk assessment, preliminary valuation considerations, and a recommended zoning-compliant 8-storey scheme with an estimated 9–12 month municipal approval pathway.

The exercise was intended as an educational simulation, demonstrating the end-to-end predevelopment process from concept evaluation through investment and planning readiness.
